Gender mainstreaming and decentralization : an assesment of the process with recommendations
The purpose of this report is to assess the past processes and current status of gender mainstreaming, and to make recommendations to further advance gender equity in the next phase of decentralization and deconcentration reform. Because of the lack of data on the impact of gender mainstreaming this report focuses on the process of mainstreaming, and only presents gender data on budgets, procedures, participation, and gender priorities emerging from the planning process of the commune councils.
The reports details evidence that suggests substantial progress in the promotion of gender sensitivity in local governance. Laws, regulations and procedures that articulate the need to foster gender-sensitive analysis and consultative local planning processes are in place. Annual budget allocation for gender mainstreaming at the national and provincial level have been provided. Much of the funding was invested in an ambitious national gender awareness training program and, as a result, the level of gender awareness has increased among government officials and elected commune councilors.
