American Government: Continuity and Change
The United States was born on July 4, 1776. Americans, on that day, had no Constitution guaranteeing them a “Republican form of government.” But they did have a document proclaiming that “governments are instituted among men” to secure them the rights of “life, liberty, and the pursuit of happiness.” These governments, it was declared, derive “ their just powers from the consent of the governed, “ and whenever a “government becomes destructive of these ends, it is the right of the people to alter or to ablish it.”
The words just quoted explain the beliefs of the men who met in 1787 to draft the Constitution. In that document, the founding fathers provided for a representative form of government with a system of checks and balances to prevent tyranny and arbitrary rule.
The United States, then, is dedicated to the proposition that people have the capacity to make wise decisions and to govern themselves. This principle helps to explain how the nation has grown in populationand area until it ranks as a great world power.
Byt whatever the United States is and whatever it shall become depends, in the final analysis, on the words of the Declaration of Independence and the Constitution which place full faith and trust in the people to govern themselves.
